Commissioner Russell McMurry


Russell R. McMurry, P.E., serves as commissioner for the Georgia Department of Transportation, the state agency responsible for the nation’s 10thlargest state transportation system, with an operating budget of over $ 4 billion and a staff of nearly 3,700. Commissioner McMurry began his career with the department in 1990 as an engineering intern working in construction; he served in a variety of roles prior to being named chief engineer. He was then appointed by Governor Nathan Deal as the department’s planning director before being appointed as commissioner by unanimous vote of the State Transportation Board in 2015.

McMurry currently serves as secretary/treasurer of the American Association of State Highway and Transportation Officials (AASHTO)as well as chair of the Council on Highways and Streets and a member of the Strategic Management Committee; he is a member of several other national committees and organizations; and is a board member for the Atlanta Transit Link Authority (ATL), Metropolitan Atlanta Rapid Transit Authority (MARTA), State Road and Tollway Authority (SRTA), the State Depository Board and the Board of Trustees of the Georgia Outdoor Stewardship Trust Fund. He is also a member of the College of Engineering & Information Technology (CEIT) Corporate Advisory Committee at Georgia Southern University and the University of GeorgiaCollege of Engineering Advisory Board. McMurry also serves as Vice Chair of The Eastern Transportation Coalition and is a member of the Executive Committee of the Transportation Research Board (TRB), which is part of the National Academies of Sciences, Engineering, and Medicine.

McMurry has received numerous accolades and recognitions, including being named Georgia Trend’s 2018 Georgian of the Year, and is consistently included in its list of the 100 Most Influential Georgians. He was also named one of Atlanta’s most powerful leaders in Atlanta Magazine’s “Atlanta 500” and named one of James Magazine’s Most Influential Georgians. McMurry graduated cum laude from Georgia Southern University with a bachelor’s degree in civil engineering technology and is a registered professional engineer in the state of Georgia.

Ed McCarthy

Chief Operating Officer | Georgia Ports Authority

Ed McCarthy serves as the Chief Operating Officer for the Georgia Ports Authority.

A proven leader in the maritime industry, McCarthy is responsible for growth and development of GPA’s multiple operations, while maintaining world-class operating standards. His areas of responsibility include all operations, safety, engineering, and maintenance as well as protective services.

As COO, he oversees more than 900 direct reports, which represents nearly 90 percent of the GPA’s total workforce. His responsibilities include managing the directors of engineering and facilities maintenance; equipment maintenance and crane and ship operations; container operations; breakbulk and bulk operations; and the director of protective services, as well as the senior director of strategic operations and safety.

Prior to coming to the Georgia Ports Authority, McCarthy served as chief operating officer for CMA CGM America, where he oversaw an annual budget of $1.9 billion and led a team of 150 employees, managing more than 400 vendors in marine, rail, trucking, and logistics.

McCarthy obtained a Bachelor of Science from SUNY Maritime College, and a Master of Business Administration from William & Mary University. He and his wife, Heather, have a daughter and two sons and live in Savannah.
